Ukrainian municipalities and communities play a crucial role in the country's reconstruction efforts. With ongoing decentralization reform, both the government and donors are starting to recognize the essential contributions of local authorities in these efforts. Their firsthand insight into the growing challenges faced by different regions gives them direct control over the infrastructure that requires repair.
On the other hand, United Nations (UN) agencies, international non-governmental organizations (NGOs), and technical assistance bodies funded by bilateral development aid agencies (like USAID and GIZ) have established a strong presence across various parts of Ukraine, implementing numerous infrastructure rehabilitation projects.
